Friends is governed by a dedicated Board of Trustees whose purpose is securing and administering private funds that support the mission of the Westchester County Department of Parks, Recreation and Conservation. Funds that are raised through membership fees, cash or other donations are entrusted to the Friends for the sole benefit of Westchester’s parks. All donations are tax deductible.

Elizabeth Bracken-Thompson has served as Friends board chair since 2008. She brings to Friends her years of public relations, advertising and marketing experience. Under Liz's leadership, Friends has accomplished many successful projects, including fundraising award receptions and, in cooperation with the County Parks Department, the creation of the Bronx River Walk audio tour on the Bronx River Pathway between Valhalla and Bronxville.

Previously he was a Westchester County Legislator, a Town Supervisor and councilman in the Town of New Castle, has participated in numerous civic, charitable and other political endeavors. He has been afforded the highest attorney rating by Martindale Hubbell.

He has been a trustee with the Friends since 2003 and currently serves as board secretary as well as co-chair of the Land Use Committee of the New York State Bar Association Environmental Law Section and a director of the Westchester Municipal Planning Federation.

Jane Solnick
Ms. Solnick is the Director of Public Affairs in Westchester for Con Edison. Con Edison provides electric, gas and steam service to more than three million customers in New York City and Westchester County. In this position, Jane is responsible for handling government relations, community affairs and philanthropy, and serves as an official spokesperson for the company with the media. In addition to Friends of Westchester County Parks, she serves on the board of The Business Council of Westchester, and The Hudson Valley Gateway Chamber of Commerce. Jane is a lifetime resident of Westchester County and has a longstanding record of working effectively with political, business, and local community leaders.


David Swope
A lifetime resident of Westchester County, founder of Club Fit in Jefferson Valley and Briarcliff and active in many community organizations. In 1963, David’s family founded Teatown Lake Reservation with a gift of 190 acres to the Brooklyn Botanical Garden. Today Teatown is the largest non-governmental preservation in the County with approximately 900 acres adjacent to Westchester County’s Shadow Lake Park, John Hand Park and Kitchawan Preserve David is past Chairman and an honorary board member of Teatown.
David is Chairman of the Jacob Burns Film Center; Chairman of the Westchester Community College Foundation, a Director of Historic Hudson Valley, a Trustee of Lesley University and involved in the Ossining Children’s Center and the Katonah Museum of Art.
David is a graduate of Harvard College and Columbia Law School. David served in the U. S. Peace Corp in Bombay, India where he set up a legal aid clinic. David practiced law at the firm of White and Case in New York City before returning to Westchester to become involved in his own businesses – Tappan Hill (Abigail Kirsch at Tappan Hill) and Club Fit. In the 1990’s David personally donated a parcel on Blinn Road to Teatown and in 1999 David donated 34 acres to the Town of New Castle for New Castle’s Sunny Ridge Park on Route 134. David and his sister, Dorry also donated property on Hawkes Avenue to the Town of Ossining for the Sally Swope Sitting Park.

Mr. Apicella is an Executive Vice President with Cappelli Enterprises where he has been responsible for the acquisition, approval and construction of over $2 billion worth of projects in his 10 years with the firm.

Girish Menon
Valhalla, NY

Girish Menon is the Director of Environment, Health and Safety for FUJIFILM Holdings America Corporation based out of Valhalla, NY. In his current position, he is responsible for environmental, safety and other regulatory compliance for Fujifilm facilities as well as sustainability and product stewardship. Mr. Menon has over 25 years of experience in the environmental and regulatory arena. He joined Fujifilm in 1990 and resides with wife and two children in Briarcliff Manor, NY.

Shirley A. Philips
Mount Vernon, NY

Shirley A. Philips is a retired Vice President Emeritus of Westchester Community College and former Director of the Westchester Community College Foundation where she worked from 1988 to 2010. Prior to 1988 she was a member of the Board of Trustees for the Katonah Museum of Art, Associate Director of the Westchester Arts Council, Co-founder and Vice President of the Women's Enterprise Development Center, and consultant to the New York State Arts Council and the National Endowment for the Arts, among other not-for-profit groups.

Sandra Miller
Armonk, NY

Ms. Miller began her career at Con Edison as a consumer affairs specialist and advanced through a number of management positions to position of Director. Now retired, she was responsible for handling government relations, community affairs and philanthropy, and served as an official spokesperson for the company with the media. Sandra has served on the boards of numerous not-for-profit organizations during her tenure at Con Edison, including The Westchester County Association, Business Council of Westchester, Women's Enterprise Development Center, Friends of Westchester County Parks, African American Chamber of Commerce and the Port Chester Carver Center. She has been recognized by a number of organizations for her commitment to communications, philanthropy and community partnerships.

Talbert B. Spence

His duties include management of off-campus extension centers serving over 11,200 credit students annually in three locations in Westchester County. He is also responsible for the coordination of the Center for Green Living which is a collection of non-credit cretificate and credit associate degree programs of environmental sustainability, alternative energy systems and citizen science courses and workshops and facilitator for the Shirley A. Phillips and Lucille Werlinich Gateway Organic Garden.

Seth M. Mandelbaum, Esq.
Seth M. Mandelbaum, Esq. is a partner in the firm of McCullough, Goldberger & Staudt, LLP. A resident of White Plains, Mr. Mandelbaum is a member of the New York State County Bar Associations, and concentrates his practice in zoning and land use law. Mr Mandelbaum practices in the areas of land use and environmental law and related litigation. In addition, in 2008, Mr. Mandelbaum became one of only a handful of attorneys in New York to be certified by the U.S. Green Building Council as a Leadreship in Energy and Environmental Design Accredited Professional (LEED® AP).

Joanne Fernandez
Government Affairs Manager for Entergy
Ms. Fernandez is the Manager of Government Affairs in New York State for Entergy. Entergy owns and operates power plants with approximately 30,000 megawatts of electric generating capacity and is the second-largest necular power plant operator in the United States.
Her work in the community helps to support important local community programs and not-for-profit organizations. She has been recognized for achievement and outstanding corporate citizenship by several organizations including: the Hispanic Chamberof Commerce of Westchester, as a "Rising Star" by the Business Council of Westchester and the Volunteer Center of the United Way for her work with the Friends of Westchester County Parks. In addition, Joanne serves on the Board of Directors for the Friends of Westchester County Parks and the American Red Cross.

Linda J. Carrington
Branch Relationship Manager, First Vice President
Ms. Carrington is responsible for the overall management and daily operations of the Hudson Valley Bank Branch Mount Kisco. In addition to meeting the banking needs of our existing customers, she is responsible for developing new business in the area served by the Branch.
As a member of the Mount Kisco Rotary Club, Linda joined Hudson Valley Bank in 1990. Her leadership skills combined with her proven ability to develop and maintain positive business relationships, make her uniquely qualified to provide our customers with a high degree of personal and professional service.

As head of the company's financial products and services, Secunda oversees a global staff of 5,000 including more than 2,000 technologists in Bloomberg's Technology Research & Development unit.
He manages its largest business and core product -- the Bloomberg Professional® Service, which is the world's most trusted source for real-time and historical pricing, indicative data, reporting, research, estimates and analytics. In 2010, sales of the Bloomberg Professional Service reached an all-time-record high of more than 287,500 subscriptions. The business also launched several financial technology innovations including Launchpad 2010.
Prior to joining Bloomberg, he was a fixed-income trader at Morgan Stanley and was in systems research at Salomon Brothers, working alongside Michael Bloomberg.
He serves on the boards of directors of the National Parks Conservation Association, the Intrepid Museum Foundation and The Manhattan Theatre Club.

Joseph A. Stout
former Commissioner of the
Westchester County Department of Parks,
Recreation and Conservation

Mr. Stout has made countless contributions in the field throughout his 30-year career. Under his direction, Westchester County Parks became the first County in New York to be nationally accredited by the National Recreation and Parks Association (NRPA).
Stout oversaw an operating budget of $55 million and a capital budget of $250 million and supervised a staff of more than 340 annual employees, over 1,000 summer staff and the operation of more that 44 parks encompassing over 18,000 acres of parkland. Among these parks are special facilities such as Playland Amusement Park, Westchester County Center sports/entertainment arena, Muscoot Farm and Lasdon Park and Arboretum.
Stout also managed vast land holdings by supporting biodiversity research, creating resource management plans and promoting species and habitat restoration and protection.
Stout is currently the President of the JOMAKE Group, Inc. a consulting firm specializing in facility development, operations and maintenance and personnel leadership. He is also the Executive Director of the Friends of Westchester County Parks, Inc. the leading citizen advocacy group for parks and recreation in the county.

Michelle McNally
Scarsdale, NY

Michelle McNally has been involved in community activities since the early 1990's. She has served on the boards of the Edgemont Union Free School District, The Edgemont Community Council, and the Greenburgh Antenna Review Board, as well as her local civic association and other groups active in the Edgemont community. Before starting her family, she worked as a financial analyst at an investment firm.


Judith Z. Matson

Judy is a seasoned community relations professional with extensive experience in non-profit, corporate and government organizations. Strong leadership, consulting and creative skills have resulted in a successful track record for developing and implementing strategic community programs that have been cost effective and achieved maximum impact.

Elizabeth (Betsy) May Stern
Scarsdale, New York

Betsy Stern has served as President of the Edgemont School Board, Chairman of the Edgemont Recreation Committee and Chairman of the Town of Greenburgh Art and Culture Committee as well as doing volunteer work with Literacy Volunteers and the Mental Health Association. More recently Betsy served as President and then Chairman of the Westchester Community College Foundation. She also served on the Lady Bird Johnson Wildflower Center Board and established the first affiliate of the Wildflower Center as Westchester Community College Native Plant Center. Betsy also served on the Westchester Medical Center Board and is currently on the Westchester Community College Board of Trustees.

Nanette Bourne
Senior Vice President

Nanette Bourne is head of AKRF's Hudson Valley office and is the principal-in-charge for many of the firm's assignments, providing planning and environmental consulting to such municipalities as the Village of Mount Kisco and the Village of Pelham Manor. Ms. Bourne's more than 25 years of experience include a broad background in planning and managing or directing numerous planning studies as well as environmental studies and permit applications for large-scale development projects. Ms. Bourne has managed environmental review projects prepared under New York State's Environmental Quality Review Act (SEQRA) and California's Environmental Quality Act and under federal and local guidelines.

Sally Veltidi

Sally has been in the Recreation and Parks profession for over 10 years. She is a member of the Westchester, New York State and National Parks Societies as well as a Board Member for The South East Consortium for Special Services, Inc. Working for both Westchester County Parks and currently for the Eastchester Recreation Department, she believes that everyone should take advantage of the parks and events that Westchester County has to offer.

Larry Wilson

Mr. Wilson is a Landscape Contractor. His firm, Lawrence Landscape Design, based in Yonkers, is a full service landscape company serving lower Westchester. His volunteer service includes eleven years with the Westchester County Parks, Recreation and Conservation Board, and leadership of government affairs and industry advocacy projects for the landscape industry throughout New York State. He is President of the Hyatt Association of Southeast Yonkers, and has established numerous volunteer credentials for work with local community organizations in Yonkers.

Andrew V. Tung
ASLA, Esq., LEED AP

Partner Andrew Tung has over 30 years of experience in environmental planning, regulatory processing and project management for institutional, corporate and developer clients. He is a registered landscape architect, a lawyer, and a LEED-accredited professional. He believes that careful planning of both a project site and its approval process are critical to achieving the successful and sustainable use of land. Prior to joining the firm in 1985, Andrew was an associate and project landscape architect for Peter G. Rolland & Associates, for whom he managed the firm's Australian office during the first 18 months of its commission as landscape architect for the new Parliament House. Andrew also serves as president of the Westchester Municipal Planning Federation and is a former chairman of his village planning board.

Carolyn Curtis Moriarty

Carolyn Curtis Moriarty spent her career on Madison Avenue working for such advertising giants as Alka-Seltzer Brands, Proctor & Gamble and the Miller Brewing Company. She also spent several years at Wells, Rich, Green, the advertising agency responsible for the memorable "I Love New York" campaign. After a stint in publishing, she became a stay at home mother to her daughters Kathleen and Michelle. Now, Carolyn channels her creative energies into volunteer work and has helped boost the visibility of such pet causes as The Junior League, The Juvenile Diabetes Research Foundation and Iona College. Daughter of well-known Parks and Recreation visionary Joe Curtis, she is proudest of her work with the Bronxville Beautification Council, a non-profit, volunteer-staffed group of "green believers" in her hometown of Bronxville, New York.

Glenn Pacchiana
Chief Executive Officer

Glenn Pacchiana is the Chief Executive Officer of the Quarry and the Asphalt facility of family owned and operated, Thalle Industries in Fishkill, New York. Through Glenn's long commitment to a serious and concrete partnership between environmental and business forces, Thalle Industries has long been at the forefront of environmentally friendly policies and practices in its industry. Thalle is proud of its role in keeping Hudson Valley and Big Apple projects supplied with green friendly materials. Glenn is a life-long resident of Westchester County. He lives with his wife Alina and their four children in Briarcliff, NY. Glenn is on the Board of the Business Council of Westchester, Associated General Contractors - new York State, Friends of Westchester county Parks andthe Briarcliff Public Library.
